There are two ways to handle insulating concrete floors.
Rigid foam under laminate flooring.

You could also take down the garage cieling and put batt insulation between the joists then rigid foam under the joists then strapping and drywall.
Laminate flooring has to have underlayment in order to float the flooring.
If you are installing a traditional hardwood floor you can install foam underlayment between the subfloor and the hardwood to provide noise.
It s like the idea of sheathing a wall with rigid foam on the outside in the sense that we would have no thermal bridges instead that we would be doing an inside sheathing of the floor.

I was going to just roll out a layer of that approved thin laminate underlayment foam and then float the laminate over top of that but that will not provide the insulating value i desire.
Seal the joints with a sealing tape tyvek etc and then seal the bottom joint at the floor level and the top joint at the subfloor above with an expanding spray insulation foam use the one you would use for a window installation.
You can attach wood sleepers to the floor fill the gaps with rigid foam insulation and then apply your finish flooring.

If you re set on having insulation under your floor if you are set on having the warmth and insulation under your flooring we would suggest switching to laminate flooring.
